The galaxy would do all that you need, then you will need the detectors etc as required, sounders and an IP module. However it seems you might be better off with a polled comms platform ie dualcom. Decting powerloss is programmable but switching over onto ups would require a ups with a clean output to connect to a circuit on the galaxy

This will convert the detectors single NC relay contacts to 2 sets of Form C relay connections. If tamper is required that can be wired the same or just use the tamper on the alarm panel

Best thing to do is post photos of the transmitters and recievers The red light shows the device is activating, there will be a set of alarm contacts. these maybe C NO NC or just C and NC depending on age. This will only be on the recievers. Use a multimeter to confirm the contacts are changing states correctly
